I'd been looking at "seascapes" as they are known by and read that you need a 10 stop filter to cut down light entering the camera to allow a long exposure to give the water a milky effect. Also I used a graduated ND filter, which is a filter that has a darker half to put over the brighter sky/sun part and a clear lower half. You need to set a good aperture for landscape like f11 then set shutter speed to get right exposure - without the filters attached, then put them on and I then used an exposure calculator to tell me how Long the shutter speed needs to be to compensate for the filters. Those shots were about 250 seconds.
